Mr. Loar has more than 20 years in the Information Technology field and has been the Information Technology Manager for Watts and Associates, Inc. since 2004. He holds professional certifications as a Microsoft Certifed Professional Developer, Microsoft Certified Solution Developer, Microsoft Certified Application Developer, Microsoft Certified Database Administrator, and Microsoft Certified Systems Engineer as well as numerous other industry certifications. Mr. Loar has more than ten years of software development experience. This experience includes development of commercial software, custom graphics design, and Microsoft SQL server integration using multiple tools. He leads the Watts and Associates, Inc. software development team that produces ASP.NET-based software for producers, insurance agents, actuaries, corporations, and government agencies. His projects since employed by Watts and Associates, Inc. include creation of ASP.NET-based software for projects including Long Term Revenue, Small Value Crops, Area Grassland Index, Cropdata.com, Selected Crop Climate, Christmas Tree Pilot, RMA Partnership, Declining Yields, RMA Continuous Rate Generation Tool, and Medical Data Display.

KEY SOFTWARE DEVELOPMENT PROJECTS
  • Individualized Area Based Insurance
  • Lead the software development of a Area Yield and Weather based web based insurance tool for PSRMP in Canada
  • Long Term Revenue
  • As the leader of a software development team, created a web tool for Producers, Insurance Agents and Actuaries to calculate and display actuarial and coverage data for the RMA Long Term Revenue contract. This tool used crop specific and producer data to generate values.
  • Area Grassland Index
  • Created web tool to deliver actuarial, training and decision making information to producers and insurance agents in a user friendly web based environment. This tool also allowed Watts and Associates, Inc. to electronically deliver actuarial information.
  • Cropdata.com
  • Led the creation of a suite of web tools that show crop and crop experience data in table, chart and map form. This allows for easy identification of trends and possibly incorrect or missing data.
  • Selected Crop Climate
  • Weather information plays a key role in this web application. The application finds the closest ten weather stations based on entered latitude and longitude and allows for a simulation of weather peril insurance.
  • Christmas Tree Pilot
  • This development effort included the creation of a data entry application to ensure correct entering of survey data.
  • RMA Partnership
  • This web tool simulates farm viability for producers based on entered values for crop, yield and financial factors. It calculates APH and IAPH insurance rates in real time as part of the financial simulation.
  • Declining Yields
  • This project required the creation of a real time rating engine that duplicates the USDA RMAs’ Continuous Rating tool for APH and IAPH crops.
  • RMA Continuous Rate Generation Tool
  • This ongoing web tool project allows for the generation of insurance rate maps for the entire United States for all crops currently being insured under RMA’s APH insurance plans.
  • Medical Data Display
  • This web tool won a nationwide competition for the display of medical insurance claims and error data in table, chart and map form with drilldown capability. This tool was created for the U.S. Centers for Medicare and Medicaid Services.
